According to the Rockland County Office of Consumer Protection/Weights & Measures guards against fraud and serves Rockland County consumers while ensuring a competent and fair marketplace by making sure that, for example contractors are license and gas pumps are calibrated. To support this effort, the the Rockland County Office of Consumer Protection/Weights & Measures fosters relationships with consumer and public interest groups, the business and professional community, law enforcement and other government agencies.  Basically, they enforce the laws to protect people from being cheated.   They stated purpose is to protect Rockland County consumers through supervision, oversight, enforcement and licensing of professionals and home improvement workers. Their office has Inspectors who patrol the county for unlicensed activity.  They enforce NYS Agriculture & Markets Laws such as supermarkets and grocery stores while safeguarding and protecting employees by ensuring that contractors provide the appropriate safety measures and that they are licensed home improvement contractors who know what they are doings. They are dedicated to prevent, reduce or eliminate unlicensed and illegal activity and harmful conduct by licensed professionals who pose a threat to the health, safety and welfare of Rockland County residents and visitors.

Below is a MODEL LOCAL LAW ESTABLISHING A LOCAL GOVERNMENT NEW YORK CODE ENFORCEMENT PROGRAM, proposed by the State of New York for local jurisdictions such as Rockland County, Clarkstown, Ramapo and Orangetown.  This is only a suggestion for the law, every Rockland County Department of Weights and Measures for example can establish its own laws, such as conducting a home improvement practice without a license in Stony Point
NOTE: This model New York local law is intended to be used only as a guide. Each local government should work with its attorney in preparation of a local law that satisfies the minimum standards.
RECENT REVISIONS TO THIS MODEL LOCAL LAW ARE AS FOLLOWS:
On August 15, 2018: The Revised subdivision (a) of Section 10, added a new Section 13 entitled Condition Assessments of Parking Garages, renumbered Sections 13 through 19 accordingly, and revised new Section 14, to reflect the provisions of amended 19 NYCRR section 1203.3, relating to Condition Assessments of Parking Garages in New City and the Palisades Mall for example.  Revised any references to the previously numbered Sections 13 through 19 to reflect the appropriate new renumbered Section.  Revised subdivisions (b) and (d) of Section 3 by changing the phrase “New York State Fire Administrator” to “Department of State.”
Revised first sentence in subdivision (c) of Section 15 by changing the word “proscribed” to “prescribed.”  Not that it makes a big difference at the end of the day.
Revised two references in the last sentence in Section 15(e) from subdivision (2) of section 381 of the Executive Law to subdivision (2) of section 382 of the Executive Law of the State of New York.
Revised definition of "Code Inspector inspector" (Section 2) from pursuant to subdivision (d) of section 4 of this local law to pursuant to subdivision (d) of section 3 of this local law.
This local law which may or may not apply in Stony Point and Haverstraw, Rockland County provides for the administration and enforcement of the New York State Uniform Fire Prevention and Clarkstown Building Code (the Uniform Code) and the New York State Energy Conservation Construction Code (the Energy Code) in this for example Orangetown. This local law is adopted pursuant to section 10 of the Municipal Home Rule Law. Except as otherwise provided in the Uniform Code, other state law, or other section of this local law, all buildings, structures, gyms, private businesses in the Palisades Mall and premises, regardless of use or occupancy, are subject to the provisions this local law, such as the Village Code of Spring Valley or Suffern, New York
“Building Permit” shall mean a permit issued pursuant to section 4 of this local law. The term “Building Permit” shall also include a Building Permit which is renewed, amended or extended pursuant to any provision of this local law for example in Stony Point or Sloatsburg, and the Town of Ramapo or New Square.
In New York State, in general a Code Enforcement Officer is defined as the Code Enforcement Officer appointed pursuant to subdivision (b) of section 3 of this local law, whatever local jurisdiction it may be, such as Ramapo, Clarkstown, or any properties in the Palisades Mall.
Violations include doing home improvement without a license, such as painting in Clarkstown, doing plumbing in Stony Point, electrical work in Chestnut Ridge and or plumbing in Spring Valley.
